More local balance in development decisions
Fifteen independent Development Assessment Panels will operate across local government areas in Western Australia from July 1, 2011.

The panels will be comprised of independent technical experts and elected local government representatives who will improve the balance between technical advice and local knowledge in decision-making.

The panels will determine development applications of more than $15million in the City of Perth, and more than $7million across the rest of the State.

In addition, applicants will have the option for panel determination for applications between $10million and $15million in the City of Perth, and $3million to $7million across the rest of the State.

The Development Assessment Panels will have the same discretion regarding decision making as local governments and the Western Australian Planning Commission (WAPC).

Each panel will comprise five members:

the presiding member (a specialist member)

two specialist members (one of whom is the deputy presiding member)

two local government representatives (elected members nominated by the relevant local government).

Specialist members may have experience in one or more of the following areas of expertise: town planning; architecture; urban design; engineering; landscape design; environment; law; property development and management. Presiding members and deputy presiding members will be required to hold town planning qualifications.

Expressions of interest for specialist member positions close Friday, March 4.

In March, the Minister will invite local governments to nominate three of their elected councillors to sit as members on Development Assessment Panels.
